The quote by Victor Hugo appears on the last page of writings [page 51]. The passage that accompanies it includes excerpts from an address given by Woodrow Wilson on September 27, 1918, in New York City. The event was to open the campaign of the Fourth Liberty Loan, which would aid in the continuing finance of American efforts in World War I. Wilson also used the event as an opportunity to speak of the vital importance of a League of Nations.
