Born in France, Bailly came to Philadelphia in 1850. His sculpture can be found at sites throughout the city, including the Academy of Music, Independence Hall, Laurel Hill Cemetery, the Masonic Temple, the Pennsylvania Academy of the Fine Arts, and the Public Ledger Building. He also received numerous important national and international commissions, including the clock of the House of Representatives in Washington, DC, and the design for the 1873 US trade dollar.
